New Green Infrastructure Project Planned for Capitol Theatre Parking Lot

The City of Cleveland is moving toward environmental upgrades for the Capitol Theatre parking lot in the Gordon Square Arts District. An emergency ordinance, identified as File No. 769-2026, would allow the Director of Capital Projects to co-sponsor a Green Infrastructure Grant from the Northeast Ohio Regional Sewer District (NEORSD) to improve the lot located at Alger Court, north of Detroit Avenue. This project aims to use natural systems to manage stormwater at the northwest corner of Detroit Avenue and West 65th Street.

According to the 769-2026-Legislative Summary Co-Sponsor Grant from NEORSD with Gordon Square Arts District, the total estimated cost for these improvements is $750,000. The funding would be split between a $250,000 grant from the NEORSD and $500,000 in local funds sourced from Public Facilities Bonds. The planned work includes installing bioretention cells, specific plantings, and pervious pavement designed to absorb stormwater on-site, reducing the amount of runoff sent into the combined sewer system. As part of this initiative, the City plans to enter into agreements with the Gordon Square Arts District-Cleveland Improvement Corporation for the use and maintenance of the lot. The project is located within Ward 7, represented by Council Member Austin Davis.
