Permit Requested for Encroachment Near Circle Square District
Cleveland City Council is reviewing a proposal that would allow UC City Center LLC to utilize portions of public rights-of-way for development purposes. Under the terms of emergency ordinance 766-2026, the Director of Capital Projects would be authorized to issue a permit for encroachment into the public rights-of-way located at Chester Avenue, Martin Luther King Jr. Drive, and Stokes Boulevard.
This request is tied to the development of the Circle Square district, a 4.5-acre project being planned and delivered by UC City Center LLC, a company created by Cleveland-based Midwest Development Partners (MDP) NEOtrans. The permit would allow the developer to occupy space within the existing city streets to facilitate their projects.
