City Council Reviews Sale of Vacant Land to FOP Lodge 8

Cleveland City Council is considering an emergency ordinance that would transfer a small piece of city-owned land to the Fraternal Order of Police (FOP) Lodge 8. The proposal, filed as Ord. No. 764-2026, involves a vacant 0.0935-acre lot located at the southeast corner of Train Avenue and West 44th Street in Ward 7. The City currently owns this parcel, which was previously used for maintenance related to the bridge at West 44th Street and Train Avenue.

According to the 764-2026-Legislative Summary -FOP L8 Sale, the sale is intended to help FOP Lodge 8 consolidate its existing adjacent property, maintain local greenspace, and eventually expand its parking area. The property would be sold at an appraised value of $2,100. To protect city interests, the sale includes specific deed restrictions: the FOP must fence and maintain the property within the first year of ownership and must include a 10-foot gate on the West 44th Street fence to allow for JLG equipment access. Additionally, the City will reserve a 20-foot easement on the land to ensure continued access for bridge inspection and maintenance.
