Proposed Vacation of East 81st Street Segment

Cleveland City Council is considering an emergency measure to officially vacate a small portion of East 81st Street. Introduced by Council Members Griffin, Bishop, and Santana, the proposal identified as Ord. No. 761-2026 involves a 0.0898-acre strip of land, measuring approximately 3,912 square feet, located within the Original 100 Acre Lot No. 431. This legislative action follows a prior intention to vacate the area established by Resolution No. 1096-2025 and a subsequent approval by the Board of Revision of Assessments on April 22, 2026.

According to the 761-2026- Vacate portion of E 81 St official document, the vacation is not an absolute abandonment of utility access. The City of Cleveland will reserve a full-width easement for the City’s Division of Water, Enbridge Gas Ohio, and The Illuminating Company to maintain, operate, and access their respective facilities. Specifically, the Division of Water requires that the easement remain unrestricted, meaning no fences or structures may be installed in the area until a local hydrant is relocated and the water main is properly abandoned within the remaining right-of-way. Any future construction on the premises must comply with plans approved by all involved utility providers and the City.

The ordinance is currently under administrative review by the City Council. Once all required approvals are secured, the Manager of Engineering and Construction is directed to record the vacation plat with the Cuyahoga County Recorder.
