New Financing Agreement Set for Heller Keller-Kohn Project on Superior Avenue

Cleveland City Council has passed an emergency ordinance to support the development of the Heller Keller-Kohn Project, located at 2202 Superior Avenue. Through Ord. No. 696-2026, the Director of Development is authorized to enter into a Tax Increment Financing (TIF) agreement with 2202 Superior LLC, or its designated partner, to assist with the project's financing. This agreement is designed to facilitate development at the site while providing specific payments to the Cleveland Metropolitan School District.

According to the Waiver Agreement RC 9.66(D) July 8 Version, the participating entities, which include RJL 2230 SA LLC and 2202 Superior LLC, have entered into a waiver regarding the use of confidential information to evaluate and facilitate this economic development assistance. This financial arrangement is intended to support potential investments in real estate and fixed assets within the city's jurisdiction. The project involves the property at 2202 Superior Avenue, a site previously identified in local reporting as a warehouse/commercial building NEOtrans.
