New Development Financing Approved for Superior Avenue Project

Cleveland City Council has passed an emergency ordinance to provide financial assistance for a new development project located at 2230 Superior Ave. Under the provisions of Ord. No. 695-2026, the Director of Development is authorized to enter into a Tax Increment Financing (TIF) agreement with RJL 2230 SA Holding LLC, or its designee, to support the Heller Keller-Kohn Project. This agreement is intended to assist with project financing and includes specific provisions to provide payments to the Cleveland Metropolitan School District.

The legislation facilitates the economic development of the site by declaring certain improvements to the real property a public purpose. As part of the process, the applicants, including RJL 2230 SA LLC and 2202 Superior LLC, executed a waiver regarding Ohio Revised Code Section 9.66(D). This waiver allows the City to use confidential information—such as financial, technical, or business data—to evaluate and facilitate the offering of economic development assistance, grants, or loans Waiver Agreement RC 9.66(D) July 8 Version. This waiver is set to terminate on September 23, 2026, or upon the effectiveness of specific state provisions enacted in June 2026.
