Redevelopment Plans for Former Family Dollar in Ohio City

Cleveland City Council has passed an emergency ordinance to support the redevelopment of the former Family Dollar retail space at 1936 West 25th Street. Through File No. 681-2026, the city is authorizing the Director of Community Development to amend an existing Housing Trust Fund loan contract with Ohio City, Inc. to facilitate renovations at this location. The goal of the transaction is to ensure the retail space remains accessible to neighborhood residents at all income levels rather than being converted into a higher-end use.

According to the 681-2026 A File, Ohio City, Inc.—a community development corporation Ohio City Incorporated | Cleveland OH | Facebook—previously purchased the property and assumed a city mortgage. The organization now intends to renovate the building to accommodate several smaller businesses. To support this, the city will amend the subordination amount of its mortgage to allow for a new senior loan of $855,000. Additionally, the ordinance allows for the restructuring of payment terms for the non-forgivable portion of the loan, which had been paused during the COVID-19 pandemic, to help the organization return to contract compliance.
