New Housing Development Planned for Ward 8

Cleveland City Council has passed an emergency ordinance to help fund new recovery and permanent housing in Ward 8. The legislation, filed as Ord. No. 665-2026, authorizes the Director of Development to enter into a grant agreement with the Northern Ohio Recovery Association (NORA) to support the construction of two duplex buildings at 5342 Stanard Avenue. This project aims to convert the site into dedicated housing units for those in recovery.

According to the 665-2026 PRESENTATION, the city will provide a $500,000 Core City I Grant to assist with the project's total estimated use of $946,476. The project, titled "Birthing Beautiful Communities," includes funding for acquisition, pre-development, construction, and professional fees. Beyond housing, the ordinance outlines several economic commitments, including the creation of six full-time equivalent jobs at the project site with an annual payroll of $300,000, as well as the retention of 18 existing full-time equivalent jobs. The development is also subject to a Standard Community Benefits Agreement, a Workforce Development Agreement, and requirements regarding MBE/FBE/CSB and the Fannie Lewis Law. Northern Ohio Recovery Association is a non-profit organization that provides community-based substance abuse prevention and peer recovery support services.
