Cleveland City Council Withdraws Objection to East 123rd Street Liquor Permit

Cleveland City Council has moved to allow the renewal of a liquor permit for a business located in Ward 9. Through Emergency Resolution 650-2026, the Council has officially withdrawn its previous objection to the C2 Liquor Permit renewal for USA Food Mart, located at 1163 East 123rd Street.

The business, operated by 123 Food Mart, Inc. under the name USA Food Mart (Permit No. 06549205-1), was previously the subject of an objection filed by Council under Resolution No. 856-2025 on July 9, 2025 650-2026-FOR ADOPTION-WITHDRAW-REN-1163 East 123rd St-Ward 9. The new emergency measure, introduced by Council Member Conwell, repeals that previous objection and expresses the Council's consent to the permit renewal 650-2026 FINAL VERSION City Record May 22, 2026 - Page 109.

The resolution has passed and is considered an emergency measure. As an emergency measure, it requires an affirmative vote of two-thirds of all elected Council members to take effect immediately upon approval by the Mayor; otherwise, it takes effect at the earliest period allowed by law.
