Solar Power Projects Coming to Two Cleveland Landfills

Cleveland is moving forward with plans to build new solar power generation facilities at two local landfill sites to expand the city's renewable energy capabilities. Through the passage of emergency ordinance 620-2026, the city will utilize federal funding and tax credits to implement these renewable power projects, which will also include nature-based improvements. The initiative is a collaborative effort involving the Mayor’s Office of Sustainability, the Department of Finance, the Department of Public Utilities (specifically Cleveland Public Power), and the Department of Port Control.

According to the 620-2026-A File & Legislative Summary, the solar arrays will be located at the W.11th and Spring Road Landfill (formerly the Bradbury Landfill) in Ward 4, and the Kolthoff Road Landfill in Ward 15. The Bradbury Landfill project will include a small park area and an educational kiosk at the entrance, with assets owned by Cleveland Public Power customers. The Kolthoff Road site is intended to help offset operational power costs for the Cleveland Hopkins International Airport. To fund these developments, the city seeks to accept up to $15,000,000 in US EPA Climate Pollution Reduction Program Grant funds via a Cuyahoga County subaward, alongside approximately $9,000,000 in anticipated Inflation Reduction Act tax credits. Additional funds will support the planting of native pollinator habitats, personnel costs, and legal counsel.
