Cleveland to Continue Specialized Smart Lighting Support

Cleveland is moving forward with a plan to maintain the specialized technology used in the city's streetlight network. Through emergency ordinance 612-2026, the Director of Public Utilities is authorized to enter into a two-year requirement contract with ST Engineering Telematics Wireless LTD to provide proprietary adaptive control photocells. These components are essential for the LED streetlights and security lighting fixtures managed by the Division of Cleveland Public Power.

This procurement supports the ongoing infrastructure established during the Safe Smart CLE Initiative, which converted more than 54,000 legacy streetlights to LED technology throughout the city. According to the 612-2026-Legislative Summary-Adaptive Photocells 2026_ST Engineering Telematics Wireless LTD, the city uses T-Galaxy adaptive control photocells that integrate with specific application software. Because ST Engineering Telematics Wireless LTD is the sole source supplier for this proprietary equipment, the city is utilizing a direct award contract. The estimated cost for these supplies is $806,000 over a two-year period, divided into two annual payments of $403,000, funded by operating or capital funds as appropriate. The ST Engineering Telematics Wireless – Smart City Solutions website notes that their smart city projects have previously received industry recognition, including the Smart 50 Award.
