Cleveland to Renew Critical Billing System Support Services

The Cleveland Department of Public Utilities is moving forward with a contract renewal to ensure that water and electric billing services continue without interruption. Through the passage of emergency ordinance 598-2026, the city has authorized the Director of Public Utilities to exercise a second option to renew a contract with Kyndryl, Inc. This agreement provides essential professional services for hosting and supporting the Oracle Customer Care and Billing (CC&B) system, which serves both the Division of Water and Cleveland Public Power.

According to the 598-2026 Legislative Summary, the CC&B system is considered a mission-critical tool because it manages customer billing, meter reading, customer appointments, and various integrated processes like electronic bill payment and cashiering. Kyndryl, Inc. manages the physical hardware, including application, database, and web servers, at a secure datacenter and provides a disaster recovery site. The anticipated cost for this one-year contract extension is $684,880, which will be funded through general operating funds from the CWD Fund 52 Sub Fund 001 and CPP Fund 58 and Sub Fund 001. This extension is necessary to maintain uninterrupted service for the system, which must remain operational to provide up-to-date customer information and reliable billing.

The ordinance has officially passed through City Council. Because this was enacted as an emergency ordinance, the contract extension is intended to ensure services continue through the upcoming term.
