Cleveland Updates Utility Billing Support Systems
Cleveland residents who receive water or electric services may soon see updates to the backend systems that manage their accounts. The City Council has passed emergency ordinance 586-2026, which allows the Department of Public Utilities to secure necessary contracts for the Oracle Customer Care and Billing system. This technology supports the Division of Water and Cleveland Public Power by managing essential tasks such as customer billing, meter reading, meter inventory, and scheduling customer appointments.
According to the 586-2026 Legislative Summary, the system is integrated with several other services, including automated meter reading, electronic bill presentation, and payment processing. The Department of Public Utilities is seeking to enter into one or more requirement contracts for a period of two years, with the option to renew for two additional one-year terms. The estimated cost for the initial two-year period is $5,000,000, which will be funded through the general operating funds of the Cleveland Water (CWD) and Cleveland Public Power (CPP) divisions. These managed services and software maintenance items are described as vital for providing accurate information to utility customers.
