Cleveland Approves $10 Million Technology Upgrade Plan
Cleveland is launching a major overhaul of its digital infrastructure through the 2026 ITS Capital Project Plan. To manage this wide-ranging technical update, City Council has passed emergency ordinance 584-2026, which allows the Director of Innovation and Technology to hire consultants, software developers, and various vendors. This initiative is designed to supplement existing city staff to ensure the successful implementation of new technology projects and the upgrading of current systems across multiple city departments.
The plan covers a diverse array of needs, including website optimization, cybersecurity tools, artificial intelligence services, and the installation of Wi-Fi in city-owned and leased facilities. According to the 584-2026-Legislation Summary - 2026 ITS Capital Plan 4-24-26, the director is also authorized to purchase essential hardware and components that are necessary for the upgrade, replacement, or maintenance of the plan's components. The 2026 IT Capital Priorities 2026 document outlines specific budget allocations totaling $10,000,000. Notable priorities include $4.9 million for Microsoft licensing, $1 million for a PC and laptop refresh, and $650,000 for video surveillance upgrades. Other planned investments include $400,000 for Panasonic Toughbook refreshes for the Division of Police and $150,000 for a disaster recovery site build-out. These services are managed by the Office of Information Technology & Services, which provides network and cybersecurity support for the city.
The ordinance has officially passed, and the city can now begin entering into contracts to secure the necessary professional services and hardware. Residents can watch for upcoming developments regarding the deployment of these new systems, such as improved public records software, upgraded emergency dispatch systems, and enhanced digital signage throughout the city.
