City and School District Approve Land Swap in Ward 5

Cleveland city officials and the Cleveland Metropolitan School District (CMSD) are moving forward with a land exchange intended to benefit local parks, public works, and school grounds. Under the terms of emergency ordinance 558-2026, the City will swap several parcels of land with the school district to better align property ownership with how the land is currently being used in Ward 5. This agreement aims to support future redevelopment and provide mutual benefits for both the city departments and the school district.

According to the 558-2026 LEGISLATIVE SUMMARY, CMSD will transfer land near the northwest corner of Outhwaite Avenue and East 55th Street—which includes the existing Dwayne Browder Field at Lonnie Burton Recreation Center—to the Department of Parks and Recreation. Additionally, CMSD will transfer the former John Burroughs School site at 6412 Central Avenue to the Department of Public Works to assist with equipment storage. In exchange, the City's Department of Development will transfer six land bank parcels located on the southeast corner of E. 55th Street and Quincy Avenue to CMSD. These six parcels, adjacent to East Technical High School, are intended to be used as greenspace until further development plans are established. This property exchange will be conducted at no cost to either the City or the school district.

The ordinance has officially passed. Residents can monitor future developments regarding the use of the new greenspace near East Technical High School and the continued operations of the Dwayne Browder Field and the Central Avenue storage site.
