Cleveland Council Passes Emergency Ordinance to Update HUD Grant Allocations

Cleveland City Council has passed an emergency ordinance to update how federal funds from the Department of Housing and Urban Development (HUD) are distributed among city departments. File No. 518-2026 amends previous legislation—specifically Ordinance No. 858-2025 and Ordinance No. 1225-2025—to allow the Department of Development to manage and expend grant dollars for Housing Trust Fund and Neighborhood Development Area uses.
