Cleveland and Cuyahoga County Partner for Sewer Repairs

Cleveland is strengthening its infrastructure response through a new partnership with Cuyahoga County to handle essential sewer maintenance. Under the recently passed emergency ordinance, File No. 455-2026, the Director of Public Utilities is authorized to enter into a utility repair agreement with the Cuyahoga County Department of Public Works. This agreement allows the city to utilize the county's specialized expertise and equipment to repair storm and sanitary sewer lines on an as-needed basis, particularly when water main breaks cause secondary damage to the sewer system.

According to the 455-2026-Legislative Summary-Cuyahoga County Agreement, the partnership is designed to increase efficiency by using the county's specialized vacuum machines for excavations, cleaning vaults, and opening clogged lines. The scope of work includes repairing sewers in public rights-of-way and easements, as well as managing service connections, laterals, and backfill. The agreement is set for an initial term of two years, with a one-year renewal option available to the Director of Public Utilities. Funding for these services will come from the Division of Water's operating budget, with projected costs estimated at $60,000 for the first year and $60,000 for the second year, totaling $120,000.
