Cleveland Moves Forward with Port Control Demolition Renewal

The Department of Port Control is preparing to clear space for future airport development and site improvements by renewing a major demolition contract. City Council has passed emergency ordinance 366-2026, which authorizes the Director of Port Control to exercise the first renewal option for Contract No. PIRC 2024-04 with Baumann Enterprises, Inc. This agreement focuses on the demolition of various buildings and structures, the removal of debris, and the restoration of sites to make them ready for upcoming projects.

According to the 366-2026-Legislative Summary - Baumann Enterprises, Inc. 1st Option, the scope of work is extensive. Beyond simple demolition, the contractor is responsible for relocating employees and tenants, constructing temporary relocation facilities, and handling utility relocations or shoring. The work must include the removal of foundations and subgrade structures, as well as capping storm and sanitary sewer connections. To ensure safety and environmental compliance, the department requires that all regulated waste—such as asbestos, mercury thermostats, and chemicals—be disposed of following Environmental Protection Agency (EPA) standards. The contract amount for these services is not to exceed $3,988,777.00.
