City Council Approves Land Release for Sankofa Village Housing Project

Cleveland City Council has passed an emergency ordinance to adjust the boundaries of the St. Vincent Center Urban Renewal Plan, a move designed to facilitate new housing construction. By passing Ord. No. 1417-2025, the city is releasing a specific parcel of land—Permanent Parcel No. 103-27-021—from the long-standing urban renewal area originally established in 1958. This change is intended to provide a clear property title for the Sankofa Village Phase 4 development, a housing project built in partnership with the Cuyahoga County Metropolitan Housing Authority (CMHA).

According to the 1417-2025 Legislative Summary, the parcel being released contains approximately 0.7621 acres. Because this land was previously part of the St. Vincent Center Plan, it may be subject to historic restrictions related to housing development that must be removed to allow the new project to proceed. The ordinance serves as a companion to Ord. No. 1316-2025, which authorizes an access easement on city-owned land for the same development. The design for the Sankofa Village Phase 4 site, located near East 26th Street between Central Avenue and Community College Avenue, was previously approved by the City Planning Commission in November 2023.
